Your phone may have trouble connecting to the network if you are outside of your router's optimal connection range. This is why you get the error "Obtaining IP Address". Move your phone closer towards the router to verify that the Android OS can establish a connection to the Wi-Fi network.
A valid IP address is required to connect to a network or go online. To get it Dynamic Host Configuration Protocol (DHCP), is used. Automatic Private IP Addressing is activated when the computer is unable communicate with the DHCP server. This assigns an IP address beginning with 169.254. Internet connectivity will be lost once this is done. This IP address is only for local networks and not the internet.
