The Integrated Pollution Prevention and Control (IPPC) Directive will require an operating permit beginning in October 2007 for all EU chlor-alkali facilities, whether they are membrane, mercury, or diaphragm. The market expansion is anticipated to be boosted by the growing adoption of membrane technology that is less harmful to the environment.
