To imbue items in Diablo 2 Resurrected, you need to finish Act I's 5th mission entitled Tools of the Trade and recover the Horadric Malus for Charsi.

To finish Tools of the Trade for Charsi, you should take a trip to the Outer Cloister in Act I and also enter the Barracks.
