A Manpower Supply Licence is required to start a UAE manpower supply business. This license allows you to supply labour/workforce to other companies, and acts as a bridge between employee and employer.

A manpower agency operating in the UAE must have a Manpower Supply Licence issued by the Ministry of Labour under the Private Employment Agency Law (MR 1283). This licence is also called the On-Demand Labor Supply Licence.

Below are seven steps that you can take to establish a UAE manpower supply business.

Company name registration: First, check if your proposed company name has been registered in the registry books. You will need to request a reservation for company name and have the name registered at the Registry Office.

Notarization: You must apply at the Department of Economic Development for notarization of the company Memorandum or Articles of Association.
Apply to Final Approval: Submit all necessary documents for your company to the authority in order to request final approval. Final approval will be given by the authority after they verify and approve. To obtain a licence, you will need to pay the licensing fees. These documents are required for obtaining a Manpower Licence:

Get Licence. Once you have received the final approval, the appropriate authority will issue your licence. The license must be renewed each year.

Apply to Labour Card: Once you have obtained your licence, it is time to apply for the Labour Card or the Establishment Card at the Ministry of Labour.

Register Workers With MOL: After the labour card has been issued, you need to register your native workers with Ministry of Labour

 

Register Workers With GAPSS: The final step is to register your workers with General Authority for Pension and Social Security.
