Outlook for Windows's Email Formatting Changer
Changing the format of an email in Outlook is simple, whether you want to do it for a single message, a reply or a forward, or if you want to establish a default email format.
Modifying gmail Format Whenever Reacting to or Sending a Message
Pick Reply, Reply All, or Forward from the message's options.
To open the message in a new window while you're still in the Reading Pane, choose Pop Out. (This is optional if you aren't working in the Reading Pane.)

The Format Text tab can be found in the message window.

Choose either HTML or Plain Text from the Format group, depending on the format you want to use, and then click Continue. (RTF is a different choice.) The format you chose will be used to send your message.
For one new message, change the email format
Send out a fresh message.
Select Pop Out if you're in the Reading Pane. (This is optional if you aren't working in the Reading Pane.)
Choose Format Text from the message window, and then either HTML, Plain Text, or Rich Text.
Modify the default email format used for sending messages
Setting up the default email format:
Access File > Options.
Mail can be found in the Outlook Options dialog box.

Choose HTML, Plain Text, or Rich Text from the drop-down menu next to Compose messages in this format in the Compose messages section.

The Outlook Options dialog box can be closed by selecting OK. It's now your new default format.
