From a genuine perspective, Surplus garments don't create an excess article of clothing deliberately. They make articles of clothing for their purchasers (worldwide). Whenever they can't sell a few articles of clothing from anything that amount they made, those stock parts become excess pieces of clothing for the article of the clothing manufacturing plant.
